The short answer would be "No"
I recently moved from Wattsburg, PA so I have some recollection of the winter weather in that area. ;-)
The long answer would be how much winter protection you would be willing to invest, This can range from a portable heated greenhouse with gro-lights to a simple enclosure with christmas lights for heat. Some species are more cold tolerant than others and may have a chance in the ground there with protection.
Devising a way to overwinter your palms in the house would probably be your best bet, Using dolly's or carts to move them around. This would also allow you to grow a much wider selection of species.
